Project Engineer

A global cosmetic products manufacturing company is looking for Project Engineer to join the team in Scarborough facility.

Position Summary:

The Project Engineer collaborates with all departments in the development and implementation of Canadian Supply Chain capital strategies and continuous improvement objectives. This role delivers sustainable operational improvements in safety, quality and productivity by leading and managing projects and teams with a focus on verification start up, Reliability, OEE and LEAN methodologies.

Key Responsibilities:
1. Project Management (65%)
• Conceptualize and evaluate the feasibility of new Capital and Continuous Improvement Projects realizing cost savings, improvements in safety & ergonomics along with an overall drive for continuous process improvement.
• Interface with Corporate Engineering in the conceptualization stages of Capital projects for the site.
• Establish standardized specifications for equipment purchasing and factory acceptance testing.
• Develop project outlines, budget estimates and cost justifications, necessary for project approval.
• Develop an effective communication strategy to all project stakeholders.
• Create and issue equipment design specifications for new capital equipment purchases
• Investigate equipment vendors, obtain proposals and award contracts, manage project cash flows (i.e. issue purchaser orders, maintain track of spending, conform to approved project budgets).
• Conduct Factory Acceptance Tests at the vendor’s facilities. Ensure compliance for all systems/machinery to CSA, ESA and TSSA standards.
• Conduct and effectively close out all deficiencies/observations on pre-start reviews.
• Ensure accurate and timely execution of all Capital Projects. Provide ongoing feedback, as to the execution and spending status to Project Stakeholders, Senior Management and Corporate Engineering.
• Manage the installation, commissioning and co-ordinate the start-up of new equipment in accordance with the objectives and deliverables of the Capital Projects. Involve subcontractors, whenever necessary to perform specialized tasks (i.e. gas detection, refrigeration, fume extraction etc.) or to expedite equipment installation (i.e. electrical hookup, mechanical integration, etc.)
• Ensure all capital Projects are closed in accordance with designated timelines.
• Develop critical parts purchasing plans for new equipment in conjunction with development of preventative maintenance programs.
• Develop training matrices for new equipment and facilitate skill-appropriate training of all key technical personnel interfacing with equipment.

2. Continuous Process Improvement (20%)
• Establish and execution of departmental objectives in support of all identified site and Corporate Goals and objectives
• Drive the design and implementation of upgrades to outmoded systems and machinery, by expanding the use of PLC, digitization, and automation throughout the site.
• Maintain highest level of awareness of latest equipment and technologies, by means of benchmarking, seminars and trade shows.
• Complete periodic evaluations of the plant's infrastructure capacities against long term growth projections considering dust collection, compressed air supply, electrical loads, steam supply and purified water requirements.
• Interface with the appropriate governmental agencies and regulatory bodies to ensure compliance for all systems and machinery (ESA, TSSA, Health Canada, Corporate Insurance Carriers).

3. Health and Safety (10%)
• Drive site initiatives in support of reduced TIR results.
• Participate in development of site EAS objectives.
• Ensure departmental compliance with all requirements put forth by corporate, governmental agencies and regulatory bodies.

4. Special Projects (5%)
• As needed
